Wartortle's name is probably a combination of "War," "Tortoise," and "Turtle." Its Japanese name, Kameiru*, will be translated soon.
In Pokémon Red/Blue, Yellow and Pokémon Gold/Silver/Crystal, Wartortle can be obtained by evolving Squirtle. In Pokémon Sapphire/Ruby, Wartortle is not available at all.
