Ulysses is a borough located in Potter County, Pennsylvania. As of the 2000 census, the borough had a total population of 684.

census of 2000, there are 684 people, 268 households, and 183 families residing in the borough. The population density is 66.0/km² (170.9/mi²). There are 296 housing units at an average density of 28.6/km² (73.9/mi²). The racial makeup of the borough is 98.68% White, 0.00% African American, 0.73% Native American, 0.00% Asian, 0.15% Pacific Islander, 0.00% from other races, and 0.44% from two or more races. 0.58% of the population are Hispanic or Latino of any race. There are 268 households out of which 31.3% have children under the age of 18 living with them, 52.6% are married couples living together, 12.3% have a female householder with no husband present, and 31.7% are non-families. 26.5% of all households are made up of individuals and 13.8% have someone living alone who is 65 years of age or older. The average household size is 2.55 and the average family size is 3.07. In the borough the population is spread out with 29.2% under the age of 18, 9.4% from 18 to 24, 25.3% from 25 to 44, 19.7% from 45 to 64, and 16.4% who are 65 years of age or older. The median age is 33 years. For every 100 females there are 87.4 males. For every 100 females age 18 and over, there are 82.0 males.
