Spencer is a city located in Roane County, West Virginia. As of the 2000 census, the city had a total population of 2,352. It is the county seat of Roane County6.

census1 of 2000, there are 2,352 people, 1,005 households, and 614 families residing in the city. The population density is 763.1/km² (1,984.3/mi²). There are 1,154 housing units at an average density of 374.4/km² (973.6/mi²). The racial makeup of the city is 97.62% White, 0.13% African American, 0.21% Native American, 0.68% Asian, 0.00% Pacific Islander, 0.04% from other races, and 1.32% from two or more races. 0.77% of the population are Hispanic or Latino of any race. There are 1,005 households out of which 27.6% have children under the age of 18 living with them, 44.2% are married couples living together, 12.9% have a female householder with no husband present, and 38.9% are non-families. 35.0% of all households are made up of individuals and 19.8% have someone living alone who is 65 years of age or older. The average household size is 2.25 and the average family size is 2.89. In the city the population is spread out with 23.9% under the age of 18, 8.3% from 18 to 24, 23.6% from 25 to 44, 22.1% from 45 to 64, and 22.2% who are 65 years of age or older. The median age is 41 years. For every 100 females there are 86.1 males. For every 100 females age 18 and over, there are 80.6 males.
