\nAccording to the U.S. Census Bureau, the county has a total area of 1,381 km² (533 mi²). 1,378 km² (532 mi²) of it is land and 3 km² (1 mi²) of it is water. The total area is 0.21% water.

census2 of 2000, there are 21,127 people, 8,203 households, and 6,012 families residing in the county. The population density is 15/km² (40/mi²). There are 8,909 housing units at an average density of 6/km² (17/mi²). The racial makeup of the county is 98.53% White, 0.09% Black or African American, 0.25% Native American, 0.12% Asian, 0.00% Pacific Islander, 0.10% from other races, and 0.91% from two or more races. 0.57% of the population are Hispanic or Latino of any race. There are 8,203 households out of which 35.70% have children under the age of 18 living with them, 57.20% are married couples living together, 11.80% have a female householder with no husband present, and 26.70% are non-families. 24.30% of all households are made up of individuals and 9.50% have someone living alone who is 65 years of age or older. The average household size is 2.55 and the average family size is 3.02. In the county, the population is spread out with 26.10% under the age of 18, 10.30% from 18 to 24, 28.70% from 25 to 44, 23.60% from 45 to 64, and 11.30% who are 65 years of age or older. The median age is 35 years. For every 100 females there are 97.40 males. For every 100 females age 18 and over, there are 94.00 males.
