census of 2000, there are 27,217 people, 11,210 households, and 6,423 families residing in the city. The population density is 3,379.0/km² (8,761.8/mi²). There are 13,491 housing units at an average density of 1,674.9/km² (4,343.1/mi²). The racial makeup of the city is 4.56% White, 93.39% African American, 0.22% Native American, 0.22% Asian, 0.01% Pacific Islander, 0.17% from other races, and 1.43% from two or more races. 0.76% of the population are Hispanic or Latino of any race. There are 11,210 households out of which 28.5% have children under the age of 18 living with them, 21.2% are married couples living together, 30.3% have a female householder with no husband present, and 42.7% are non-families. 38.0% of all households are made up of individuals and 11.4% have someone living alone who is 65 years of age or older. The average household size is 2.39 and the average family size is 3.20. In the city the population is spread out with 29.7% under the age of 18, 9.0% from 18 to 24, 26.6% from 25 to 44, 21.4% from 45 to 64, and 13.3% who are 65 years of age or older. The median age is 34 years. For every 100 females there are 79.6 males. For every 100 females age 18 and over, there are 72.1 males.
